Welcome to the section on combating corruption in LLP "Kazakh Research Institute of Soil Science and Agrochemistry named after U.U.Uspanov" Non-commercial JSC"NASEC" of the Ministry of Agriculture Of the Republic of Kazakhstan.
The legislation of the Republic of Kazakhstan on combating corruption is based on the Constitution of the Republic of Kazakhstan and consists of the Law "On Combating Corruption" dated November 18, 2015 No. 410-V SAM and other regulatory legal acts of the Republic of Kazakhstan.
The system of anti-corruption measures includes:
1) anti-corruption monitoring;
2) analysis of corruption risks;
3) formation of an anti-corruption culture;
3-1) conducting scientific anti-corruption expertise of draft regulatory legal acts in accordance with the legislation of the Republic of Kazakhstan;
4) identification of corruption-related norms in the course of legal expertise in accordance with the legislation of the Republic of Kazakhstan;
5) formation and compliance with anti-corruption standards;
6) financial control;
7) anti-corruption restrictions;
8) prevention and resolution of conflicts of interest;
9) anti-corruption measures in the field of entrepreneurship;
10) identification, suppression, disclosure and investigation of corruption offenses;
11) reporting of corruption offenses;
12) elimination of the consequences of corruption offenses;
13) formation and publication of the National Report on Combating Corruption.
Some concepts from the Law of the Republic of Kazakhstan "On combating Corruption":
corruption is the illegal use by persons holding a responsible public position, persons authorized to perform state functions, persons equated to persons authorized to perform state functions, officials of their official (official) powers and related opportunities in order to obtain or extract property (non–property) benefits and advantages personally or through intermediaries for yourself or third parties, as well as the bribery of these persons by providing benefits and advantages;
anti–corruption policy - legal, administrative and organizational measures aimed at reducing corruption risks, increasing public confidence in the activities of state bodies, and other measures in accordance with this Law;
anti–corruption restrictions - the restrictions established by this The Law and aimed at preventing corruption offenses;
anti–corruption - the activities of the subjects of counteraction  corruption within the limits of their powers to prevent corruption, including  formation of an anti-corruption culture in society, identification and elimination of the causes and conditions conducive to the commission of corruption offenses, as well as the identification, suppression, disclosure and investigation of corruption offenses, and elimination of their consequences; a corruption offense is an unlawful guilty act (action or omission) that has signs of corruption, for which administrative or criminal liability is established by law;
corruption risk – the possibility of causes and conditions, contributing to the commission of corruption offenses;
prevention of corruption – the activities of the subjects of counteraction corruption to study, identify, limit and eliminate the causes and conditions, contributing to the commission of corruption offenses by developing and implementing a system of preventive measures;
Criminal liability and punishment for corruption crimes are provided for by the Criminal Code of the Republic of Kazakhstan, administrative liability and punishment for administrative corruption offenses are provided for by the Code of the Republic of Kazakhstan on Administrative Offenses.
In LLP "Kazakh Research Institute of Soil Science and Agrochemistry named after U.U.Uspanov", a compliance service for compliance with the Law of the Republic of Kazakhstan "On Combating Corruption" dated November 18, 2015 No. 410-V SAM operates on a permanent basis. The position of compliance Officer was created within the framework of initiatives, measures and actions taken by the Partnership in order to ensure compliance with mandatory regulatory requirements and international practices, including on anti-corruption issues, as well as the formation of an internal corporate culture of the Partnership, which ensures transparency and honesty among all employees. All the necessary conditions for conducting research activities have been created here. Partnerships in accordance with international standards and internal policies that fully comply with the requirements of the legislation Of the Republic of Kazakhstan.
In 2022, important work was carried out on compliance anti-corruption legislation. So, in May 2022, for the subsidiaries of Non-commercial JSC"NASEC", together with the anti-corruption service of Almaty, a field trip to the pre-trial detention center was organized. The main goal of the event was an introduction to the consequences of committing acts of corruption, a demonstration of the life of suspects, accused, defendants and convicts from the inside.
In order to prevent corruption violations in the field of public procurement, a training presentation on public procurement of goods, works and services was prepared and conducted for the employees of the Partnership in 2022. Every year, within the framework of the action plan for compliance with the law "On Combating Corruption", training lectures on anti-corruption issues with the participation of representatives of the anti-corruption service of Almaty are held for the employees of the Partnership.
In order to prevent the employment of persons previously prosecuted for corruption crimes, the HR manager requires newly hired employees to provide information on the commission of corruption crimes issued by the Office of the Committee on Legal Statistics and Special Records of the Prosecutor General's Office of the Republic of Kazakhstan in the city of Almaty.
